DESCARTES is a platform for assessing and regulating the resilience of transportation networks. Developed using a quantitative methodology, it measures performance under both normal and disrupted conditions. DESCARTES consists of a tool that analyzes the network’s ability to withstand disruptions prior to an incident; then to measure in real time the extent of damage caused by incidents; and finally to analyze in detail the ability of management strategies to restore network functionality to its normal state. This approach enables decision-makers, on the one hand, to better understand the level of strategic planning and preparedness in the event of potential system failures and, on the other hand, to test the impact of management strategies.
